FIRSTLY, THAT'S THE WRONG QUESTION. But we'll answer it anyway. Being the cheapest isn't necessarily what you really want—even if you think it's what you want. Unless, that is, you just want a certificate to waive in front of the cops and don't much care about any other more long-term implications.
Such as what, for instance?
Well, the cheapest firm might not be so ready to pay out in the event on an accident/theft. The cheapest firm might offer you a derisory sum when/if you do fall off and get hurt, or when you hurt someone else. The cheapest firm might be more inclined to point at the small print and rub your nose in it. The cheapest firm might apply all kinds of unacceptable terms and conditions such as the fitment of anti-theft devices, or where the bike is kept overnight, or might apply an inconveniently low mileage allowance. The ways and means are various.
Chances are that what you really want is the most cost-effective insurance firm, and that might mean paying a substantially higher premium than that demanded by the cheap kid on the block.
Once again, you're reminded that being cheap usually comes with a penalty. Therefore, our advice is to forget cheap and look for best value—and that will be different for many if not most of us because we have different needs.
And note that the most expensive insurance broker isn't necessarily the best. That firm might simply have a shrewd (or sly) marketing strategy that warrants asking big bucks as a mechanism to woo the gullible.

Beyond all this is the simple truth that most of us fail to take motorcycle insurance seriously (or any insurance come to that). Chances are that your bike insurance is one of the most important contracts you're likely to make in the coming year. And it is a contract. We generally tend to think of insurance as something we can dash off without much thought or concern. We take it for granted. And that's a mistake.
Instead, we need to slow down. We need to think. Cogitate. Do some legwork and webwork. Ask friends and family. Interrogate the insurance firm in question.
Note too that there are legal obligations that require insurance companies to make things as clear as possible. But clarity varies depending on who's broadcasting, and who's receiving.
The bottom line is to forget cheap. Instead, be smart.
